Had the same problem. Looks like a bug to me. Check your alternative email address - make sure the name part (before the @ sign) contains only letters (didnt check how about numbers). Consider creating some free email account (only letters in the name part) and using it. Microsoft: check your code.
Hope it helps
PS. Just figured out I replied before you asked (check the dates) :-D

I kept getting this message while trying to get my security code via a phone call to my land line. When I changed the phone number to my cell phone and requested my security code via a text message, everything worked just fine. Getting my security code via e-mail has always worked. This is not a Windows 8 or 8.1 issue as I have the same type of problem managing my Microsoft Account with Windows 7.

SITUATION:: You get the message "We couldn't send the code. Please try again."
REASON: "You've requested too many codes this week. Please try again in a week."
By the way, there is also a limit on the number of accounts you can setup in a day (like 5); but if you use a proxy browser, like Tor, you can switch IP addresses and setup a lot more. However, it does not solve the problem of getting the above error message when you have sent too many codes to the same recipient email address in a week. But, the fix or workaround would be to try to setup multiple alias on your receiving email account, or multiple alternate email accounts, and use those. Good luck!

Hello,
I'm trying to contact you because it seems like you have knowledge about this situation. I recentley deleted some of my Microsoft accounts and used them to store important documents ans pictures. But didn't save all. When I try to reopen them and get a security code to my phone. I get the message: "there's a temporarily problem with the server, please try again later. If you continue to get this message, try again alter". However it has gone days and it works to receive a code to the accounts I've an email address on. But I don't have it on all of them. I've tried different web browsers, devices, cleared the cache etc. When I try to get a code to my regular account, I get the message "we couldn't send the code, try again later". Do you know what the problem is? And can you please help me to resolve this.
